Citizenship in Nightfall.City

It's a simple protocol. I fear that content publishing model has
some weaknesses that are trivial for a determined attacker to abuse
but maybe people who publish here have relaxed threat models since
houses don't collect information from the visitors. It still seems
like it might be trivial for someone to deface this (but please
don't).

Not really sure what to post here going forward but it will be an
experiment like many others. More to come, I hope :)
